A Strategy for Lasting Growth on the Coast 

The Gulf Coast Restoration Fund gives South Mississippi a once-in-a-generation chance to grow our economy the right way. But to get it right, we need to move beyond short-term spending and focus on long-term, targeted investments that create jobs, attract private capital, and build stronger communities. 

The strategy organizes investment priorities into three pillars: 

1. Foundational Investments 

This includes strategic infrastructure, and assets like our deep-water ports, airports, and Stennis Space Center. Getting these systems right sets the foundation for future growth. 

2. Core Economic Development 

Focuses on industries where South Mississippi is already strong—like aerospace, shipbuilding, tourism, and healthcare. Efforts include site readiness, workforce development, and regional marketing to attract and retain talent. 

3. Transformational Projects 

Here’s where we think big. Innovation districts, Centers of Excellence, and investment tools like a revolving-loan fund and venture funds are critical to anchoring next-generation economic growth. 

Five Guiding Principles for Public Investment 

Every investment should support one or more of these five priorities: 

  1. Economic Competitiveness: Support job creation and grow local businesses.
  2. Quality of Place: Strengthen downtowns and corridors to build livable communities.
  3. Regional Collaboration: Work across jurisdictions for shared results.
  4. Innovation: Embrace technology, research, and entrepreneurship as economic drivers.
  5. Resilient Infrastructure: Invest in roads, utilities, and digital networks that support growth.
